The certificate is easier to produce than the part.
Between January 2019 and July 2023, a single UK parts broker sold approximately 60,000 aircraft engine parts on forged airworthiness certificates. Up to 126 engines were suspected. Industry losses were about GBP 39.3 million, overwhelmingly from groundings, inspections, and replacement. The fraud was found by a maintenance engineer who noticed that a part documented as new showed the wear of a used one. Aviation illustrates the structural problem: even the most heavily regulated environment is not immune when documentation can be forged and distribution networks are trusted rather than verified.
